Notice of Intent
This is a special notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.
The US Air Force Academy (USAFA) intends to solicit within only one source, Spectral Instruments, a small business, located in Tucson, AZ, under the authority of Federal Acquisition Regulation (FAR) 13.501(a). The NAICS code for this requirement is 333314. The size standard as defined by the U.S. Small Business Administration is 500. The Government has deemed Spectral Instruments to be the only responsible contractor with respect to USAFA's minimum required salient characteristics.
USAFA requires one Large Format CCD Camera System (including camera body, shutter, filter wheel, off axis guider mirrors, optics and camera) with the following minimum required salient characteristics:
• Overall chip size 95mm x 95mm or larger (single chip, not array)
• Camera System enables full illumination of 95mm x 95mm CCD chip
• Filters (must be of sufficient size to enable full illumination of 95mm x 95mm CCD chip)
• Mechanical Shutter
• All components of the camera system must be ASCOM compliant as necessary.
• Mounting flange to focus: 187mm (the entire camera system must fit in this distance)
• Delivery of camera system to USAFA with a lead time of 9 months ARO.
These CCD Camera System requirements are derived from the existing telescope for which the camera will be attached-with the intent of purchasing a camera system to fully utilize the telescope's potential. As a result, the minimum required salient characteristics cannot be altered. A CCD Camera manufacturer with previous experience producing and testing a camera with a minimum chip size of 95mm x95mm is of importance.
A SOLICITATION WILL NOT BE POSTED. Based on previous market research conducted, to include a Sources Sought notice posted on 13 November 2018 (notice # FA700019R0009), the Government intends to proceed with this sole source action.
All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. Responses and questions shall be submitted to rebecca.graham.5@us.af.mil.
A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The Government bears no legal liability for any costs incurred by responding to this notice.
