About this opportunity

The Department of Homeland Security has awarded a sole-source task order to Summit Exercises and Training, LLC for support services for the Mobile Detection Deployment Program (MDDP) under the Multiple-Award Schedule Program, valued at $2.7 million, with an award date of August 14, 2026.

The justification for sole-source procurement rests on continuity of services during a competitive recompete process. The incumbent contractor holds requisite security clearances, maintains on-site personnel capabilities, and possesses familiarity with DHS financial systems. The government determined that transitioning to a new contractor would incur approximately $1.2 million in redundant direct labor costs plus significant administrative expenses for onboarding and clearances, with negative quality impacts from learning curve delays. Market research conducted November 2018 through May 2019 and updated June 2026 identified only two small businesses capable of performing this work, with Summit ET deemed the only company capable of delivering the requirement.

The contract covers a six-month base period on a Time and Material basis. Technical experts will conduct detection activities in the field with federal, state, local, tribal, and territorial law enforcement, operating six Mobile Detection Deployment Units (MDDUs) positioned throughout the United States. The MDDP supports counter-terrorism operations, special security events, National Special Security Events, and intelligence-driven operations, providing critical expertise in chemical, biological, radiological, and nuclear detection capabilities. Funding is provided through Federal Assistance (FY26). The government intends to release a competitive solicitation for new MDDP support services in September 2026.

Notice text

This is a new Task Order between the Department of Homeland Security (DHS) Chemical, Biological, Radiological and Nuclear (CBRN) Equipping program and Summit Exercises and Training, LLC., to obtain contract support services for MDDP. DHS procures, maintains and deploys MDDU to assist stakeholders in detecting CBRN threats. There are six MDDU (truck – trailer) that contain detection equipment to include mobile detection systems, portable detection backpacks, handheld radio-isotope identification devices, and personal radiation detection devices. MDDUs are strategically positioned at DHS components throughout the United States. MDDU deployments are accompanied by technical support staff members to train personnel on the use of equipment, to help integrate these capabilities into existing operations, and provide guidance and recommendations as needed. Mobile Detection Deployment Units (MDDU) may be deployed in support of national special security events (NSSE), significant state and local special events, multi-agency training and exercise activities, and to augment steady-state surge operations focused on criminal smuggling pathways. MDDUs are a national radiological and nuclear (R/N) detection “surge” asset designed to augment and supplement existing stakeholders’ detection and reporting capabilities. Chemical and Biological detection equipment will be added to the MDDP in future years. This support is required to enable tactical units of the Department of Homeland Security (DHS) to perform counter-WMD missions to include capabilities of the chemical, biological and radiological, and nuclear threat space.

Awarded contract GS-07F-052GA to unknown vendor for unknown amount on 2026-08-14.
