About this opportunity
The U.S. Customs and Border Protection (CBP), Office of Field Operations in San Francisco, is conducting market research to identify qualified small business vendors for commercial kenneling services for government-owned working canines. The agency seeks secure kennel facilities within a 25-mile radius of two specified locations in Oakland, California, capable of housing between 1-5 CBP canines. Key requirements include individual dog runs with physical barriers, 24/7 secure access for CBP handlers, continuous video surveillance, and on-site staff from 6:00 AM to 7:00 PM, seven days a week. Interested vendors must submit a capability statement no longer than 5 pages by April 23, 2025, at 3:00 p.m. Central Time via email to christopher.patao@cbp.dhs.gov. The evaluation will focus on vendors' ability to meet strict security, hygiene, access, and isolation standards, as well as compliance with the Animal Welfare Act and CBP's National Canine Enforcement Handbook.
This procurement is set aside exclusively for small businesses, with a specific focus on vendors registered under NAICS code 812910 (Pet Care Services). While no specific award value is mentioned, the contract will require detailed compliance with veterinary protocols and specialized canine handling standards. Vendors must demonstrate the ability to house up to 5 dogs individually, possess required state and local kennel permits, and maintain liability insurance. The solicitation indicates a preference for businesses with experience working with law enforcement or military dogs. Participation in this Request for Information (RFI) is voluntary, and the government is not obligated to award a contract or reimburse response preparation costs. The final contract will likely be structured around a detailed Statement of Work to be provided in a subsequent solicitation.
