About this opportunity
U.S. Customs and Border Protection (CBP) is conducting market research through this Request for Information (RFI) to identify potential sources for child caregiver services to support minor detainees—including unaccompanied children and minor children of family units—at multiple locations along CBP's southwest border. The requirement will be classified under NAICS Code 624410 (Child Care Services) with a small business size standard of $9.5 million. Caregivers must provide 24/7 support at detention facilities across eight Border Patrol Sectors (Del Rio, Laredo, Rio Grande Valley, San Diego, El Centro, Yuma, Tucson, and El Paso), with responsibilities including child safety monitoring, hygiene assistance, basic needs support, and recreation activities. The government is using this market research to develop its acquisition strategy, determine small business set-aside eligibility, and establish potential subcontracting goals. Interested firms must submit their responses by January 14, 2026, and should note that responses to this RFI will not be considered as proposals and carry no obligation for the government to issue a formal solicitation.
This pre-solicitation notice includes no set-aside designation at this time. The anticipated contract is structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with five separate one-year ordering periods beginning November 1, 2026 and concluding October 31, 2031. Estimated staffing requirements vary by sector, ranging from 2 to 6 caregiver positions and 1 to 2 supervisor positions per sector, with typical industry staffing ratios of 3 to 5 employees required per 24/7 position to ensure continuous coverage. While specific budget information is not disclosed in this pre-solicitation notice, respondents should understand that no reimbursement will be provided for costs incurred in responding to this RFI. The government reserves the right to use information gathered from this market research phase to inform the development of future procurement strategies and to potentially issue an RFP/RFQ at a later date.
Notice text
U.S. Customs and Border Protection (CBP) is conducting market research through this Request for Information (RFI) in an effort to identify potential sources for an anticipated future ongoing requirement for child caregiver services for CBP detainees classified as minor children, including minor children of family units and unaccompanied children, at multiple locations within CBP’s southwest border area of operations. This requirement is anticipated to be implemented using North American Industry Classification System (NAICS) Code 624410 (Child Care Services) with a small business size standard of $9.5M.
CBP is seeking to identify sources who possess the capabilities to provide all services as specified within the attached draft Statement of Work (SOW) and to determine their availability, capability and business size status. If your entity may be interested in this requirement, CBP requests that your entity respond with the information requested below.
As permitted by Federal Acquisition Regulation (FAR) Part 10, this is a market research tool being utilized for informational and planning purposes. Responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal/Request for Quote (RFP/RFQ), to potentially be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this notice may be used to aid in establishing small business subcontracting goals.
This notice shall not be construed as an RFP/RFQ or as any commitment or obligation on the part of the Government to issue a solicitation. Any proposals/quotations submitted in response to this notice will not be considered. No reimbursement will be made for any costs associated with providing information in response to this notice or for responses to any follow-up information requests from the Government.
Response is strictly voluntary and it is not mandatory to submit a response to this notice in order to participate in any formal RFP/RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence future acquisition strategy. All interested entities will be required to respond separately to any future related solicitations/notices posted.
