About this opportunity

The United States Marine Corps has issued a Special Notice of Intent to Award a sole source contract to Comcast Cable Communications, LLC for commercial cable television and broadband internet services at Naval Support Facility Indian Head, Maryland. The notice announces the government's intention to award a firm fixed-price contract under FAR Part 12 and Part 13 procedures without competition, specifically citing FAR 13.106-1(b) which allows sole source procurement when only one source is reasonably available. The contract will provide essential communications services to the Chemical Biological Incident Response Force (CBIRF) for a five-year period from September 5, 2025, to September 4, 2030. The Marine Corps has determined that Comcast is the only viable source due to their proprietary ownership of the telecommunications infrastructure at the Naval Support Facility. The procurement falls under NAICS code 517111 for Wired Telecommunications Carriers and PSC code DG11 for IT and Telecom Network services.

The primary purpose of this procurement is to ensure CBIRF maintains critical communication capabilities necessary for monitoring ongoing news broadcasts and maintaining real-time information awareness, which are essential for responding to domestic Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) events. Despite the sole source intent, the government has opened a brief window for interested parties to submit capability statements, proposals, or quotations for consideration, with submissions due within three days of the notice publication date of July 16, 2025. All interested and responsible sources are eligible to participate by submitting expressions of interest via email to the contracting point of contact, SSgt Ramiro Diaz at ramiro.diaz@usmc.mil. The government retains full discretion to review submitted capabilities and determine whether to proceed with competition or maintain the sole source award. The anticipated contract award date is July 27, 2025, emphasizing the urgent timeline for this critical infrastructure service requirement.
