About this opportunity
The National Park Service (NPS) is seeking a contractor to replace the main potable water distribution system at Carlsbad Caverns National Park in New Mexico. The project involves replacing water lines, valves, meters, yard hydrants, and fire hydrants in the park's historic district, facility maintenance area, and Bat Flight comfort station. The NPS is conducting market research to determine the potential for a small business or socio-economic set-aside and to assess contractor capabilities through a Sources Sought Survey Questionnaire. Interested contractors must submit their responses by noon Mountain Time on June 13, 2025, to Jason Longshore via email. The evaluation will focus on the contractor's experience with federal construction contracts, local licensing compliance, bonding capacity, water distribution system expertise, and potential small business certifications.
The contract is anticipated to be a competitive Firm-Fixed-Price (FFP) solicitation with an estimated value between $5-10 million and a performance period of approximately 365 calendar days. The NPS plans to issue the solicitation in July 2025, with potential bid, performance, and payment bonds required at proposal submission. The project will require winter construction and must minimize visitor impact while the park remains open during construction. Contractors will need to demonstrate the ability to work in an urban or rural setting with limited staging and implement protective measures to preserve the surrounding environment. Key influencing factors for contractor commitment include the project's schedule completion date of October 2026 and the eventual specifications and drawings that will be part of the Request for Proposal.
