About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking Catholic Priest Services for Joint Base Pearl Harbor-Hickam in Hawaii through a sole source procurement under FAR 6.302-1(a)(2). The contract requires a Roman Catholic priest endorsed by the Archdiocese for Military Services to provide religious ministry services including conducting approximately 110 Masses per year, performing sacramental duties, and delivering pastoral care to the base's Catholic community. The priest must work 5 hours per week during normal operations and up to 10 hours per week when the active-duty chaplain is absent, maintaining a 95% delivery and compliance standard while adhering to base policies and security regulations. This combined synopsis/solicitation was posted on September 26, 2025, with responses due by September 29, 2025, providing an extremely short three-day response window. The procurement is justified as sole source due to documented shortage of qualified Catholic priests on Oahu and the unique ecclesiastical certification requirements mandated by the Archdiocese for Military Services.

This procurement does not utilize any set-aside designations and falls under NAICS code 541990 with a small business standard of $16.5 million. The contract period spans from September 30, 2025, to January 31, 2026, representing approximately four months of service delivery. Services will be performed at Pearl Harbor Memorial Chapel and Hickam Chapel Center at Joint Base Pearl Harbor-Hickam, Hawaii, with the contractor required to provide flexible scheduling around normal business hours and federal holidays. While no specific contract value is disclosed in the available documents, the procurement includes standard wage determination requirements under Department of Labor guidelines and incorporates numerous FAR and DFARS clauses for commercial services. The justification emphasizes the compelling urgency of this requirement, noting that mission failure to secure a Catholic priest would directly impact sailors' quality of life, spiritual readiness, and overall morale.
