About this opportunity
The Department of the Air Force, specifically the 11th Contracting Squadron at Joint Base Anacostia-Bolling, has issued a Special Notice of Intent to Award a Sole Source Contract for Catholic Priest Services at Arlington National Cemetery. The contract will be awarded to Goyko LLC, the only registered priest in SAM.gov approved by the Archdiocese of Military Services. The procurement is being conducted under the statutory authority of 10 USC 2304(c)(1) and Federal Acquisition Regulation 6.302-1, which allows for a sole source award when only one responsible source can satisfy agency requirements. The notice was posted on January 6, 2025, with a reference number of FA706025CatholicPriest. The contract will cover approximately 200 funeral services per year, including conducting funeral mass, graveside committal services, writing condolence letters, and contacting next of kin.
The purpose of this Special Notice is to inform the market of the government's intent to award a contract to Goyko LLC without a competitive process, while still allowing for potential capability statements or proposals from other sources. The Archdiocese of Military Services is the sole endorser of Roman Catholic chaplains for military services, which limits the pool of eligible contractors. Interested parties may submit a capability statement, proposal, or quotation, though the government retains full discretion in determining whether to compete the requirement. Contractor eligibility is strictly controlled, with the primary requirement being certification and approval from the Archdiocese of Military Services. The government will continue to survey the market for potential alternative service providers in future procurement cycles. Contractors interested in this opportunity should direct any questions to Rachael Blosser (Contract Specialist) or Pedro Andrade (Contracting Officer) using the email addresses provided in the notice.
