About this opportunity

The Department of the Air Force Materiel Command Test Center at Edwards Air Force Base has issued a Notice of Contract Action (NOCA) regarding repair services for a Caterpillar Compact Track Loader. This is not a solicitation for proposals but rather an announcement of the government's intent to award a sole source contract to Quinn Company of City of Industry, California. The contract will be awarded under Federal Acquisition Regulation Part 12 for commercial items, with the NAICS code 811111 (General Automotive Repair) and a small business size standard of $9,000,000. The Air Force Material Command's Directorate of Contracting is handling this procurement action. Quinn Company has been identified as the only known regional vendor capable of providing manufacturer-approved repair work for this specialized equipment.

The primary purpose of this NOCA is to notify industry of the Air Force's contract award intention while seeking information about other potentially qualified sources and their business size classifications. Interested parties who believe they can meet all requirements may submit capability statements demonstrating how they can fulfill the repair service needs, with responses due by Wednesday at 9:00 AM (the exact date appears to be September 3, 2025 based on the posting information). The government emphasizes that no reimbursement will be provided for costs associated with responding to this notice or any follow-up requests. Contractors must provide sufficient written detail to allow government representatives to evaluate their capabilities against the specialized requirement for manufacturer-approved Caterpillar equipment repairs. The contract will be awarded under the authority of 10 U.S.C. 3572, which allows for sole source procurement under specific circumstances.
