a. The purpose of this amendment is to answer questions received.
b. Questions - What if upon inspection of the D7F on site the problem cannot be determined without actually taking the transmission apart? Does it still get transported to the contractor's facility for repair? Does the contractor still get paid for the inspection? Answer: CLIN 0002 is the cost for inspection. While a visual inspection can be done at FMS15, Fort Pickett, Blackstone, VA, there is insufficient space for physical work to be completed; therefore all physical work shall be performed off site. The off site location may be at the contractor's physical location or another location arranged by the contractor to perform work.

a. The purpose of this amendment is to revise the requirement previously solicited, answer questions, and establish a new date and time for receipt of quotes.
b. The requirement to remove and install a transmission pump and replace the transmission oil on a Caterpillar Dozer D7, SN# 61G00589 is deleted. The CLIN description for CLIN 0002 is hereby changed to read as follows: Equipment: Caterpillar Dozer D7F, SN# 61G00360, Admin #E170, NSN: 2410001859792. Location: FMS 15, Fort Pickett, Blackstone, VA. Condition: The transmission magnetic screen assembly is full of metal pieces and shavings and dozer moves but third gear is not working. Based on the condition, it is believed the transmission is in need of repair. Requirement: The contractor shall complete a full inspection of the dozer to determine where the shavings are originating. If the contractor determines the metal shavings are not coming from the transmission, the contractor shall identify the problem and provide a report of the work that is necessary to fix the problem. While full inspection of the dozer may be conducted at Fort Pickett, Blackstone, VA, the government will deliver and pickup the dozer at the awarded contractors facility provided the facility is within 100 miles of Fort Pickett, Blackstone, VA. Contractors outside the 100 mile radius of Fort Pickett are not precluded from competing, but will be required to transport dozer from Fort Pickett to their facility and return dozer to Fort Pickett after work is completed. The cost for any such transportation must be included in your quote.

Contractor shall contact the contracting officer or contracting officers representative (COR) when dozer is ready for pickup and allow a minimum 48 hours for government inspection, acceptance and pick-up or delivery. Government inspection of the repairs will be conducted at the contractors facility. Dozer must be fully operational and free of all metal shavings (debris) in order to be accepted by the government.
d. Questions & Answers: Q1 Can the transmission for dozer D7F, SN# 61G00360 be replaced with a rebuilt or reconditioned pump? A1 The transmission may be reconditioned using new parts. Q2 Does the contractor have to provide any warranty for the reconditioned parts? A2 A minimum 90 day warranty on parts is required. Q3 Can the contractor work on the equipment on site with a mobile service truck rather than transporting the equipment? A3 The full inspection can be done at FMS 15, Fort Pickett, Blackstone, VA. However, repair work may not be done on Fort Pickett. Q4 There are many possible areas the metal shavings and pieces are coming from. Will the inspection be a separate cost as a major problem might be elsewhere in the power train that would be well above and beyond the inspection price? Yes, CLIN 0002 is changed per this amendment to allow for separate pricing of the inspection. Q5 If a major problem is found will the job go to the inspecting company or put out for rebid? A5 The contractor awarded a purchase order as a result of this solicitation will be required to complete a full inspection and if either provide a report, if not the transmission (CLIN 0002) or repair the transmission to full operation and clean debris (CLIN 0001) regardless of the actual problem(s) in the transmission. If it is determined the problem is not the transmission, the government will make a determination on whether or not the purchase order will be modified based on the nature and potential cost of the repair needed. Q6 Does the D7F dozer, SN#61G00360, have a cab? A6 Yes. Q7 Does the government have a service manual for the dozer? A7 Yes.
f. The time and date for receipt of quotes is changed to 5:30 p.m. ET, Friday, August 21, 2009.
g. Pricing shall be provided as one lump sum for each CLIN. CLIN 0001 Repair; CLIN 0002 Inspection ; CLIN 0003 CMR (see description in solicitation amendment dated July 29, 2009)
h. All other terms and conditions remain unchanged.

d. CLIN 0001, Dozer D-7, SN #61G00360, will the blade be removed prior to transport? Government Response: The blade will be removed prior to award of a purchase order.
e. CLIN 0001, Dozer D-7, SN #61G00360, can the dozer walk itself on the transport trailer or will it need to be manipulated to be loaded? Government Response: The dozer is capable of walking itself onto the transport trailer.
f. All other terms and conditions remain unchanged.

b. In addition to the requirement previously advertised, contractor shall remove and install a transmission pump and replace the transmission oil on a Caterpillar Dozer D-7, Model: D7GWROPS, Admin # MTC166, Serial # 76E3101. Government will delivery and pickup the dozer at the awarded contractor's facility provided the facility is within 100 miles of Fort Pickett, Blackstone, VA. Contractors with a facility outside a 100 mile radius of Fort Pickett, Blackstone, VA are not precluded from competing, but will be required to transport dozer from Fort Pickett to their facility and return dozer to Fort Pickett after work is completed. The cost for any such transportation must be included in your quote. Contractor shall contact the contracting officer when dozer is ready for pickup and allow a minimum 48 hours for government inspection, acceptance and pickup. Government inspection of the installation will be conducted at the contractor's facility.
c. Pricing shall be provided as follows:

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote number is W912LQ-09-T-0024. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35 effective July 14, 2009. This procurement is solicited on an unrestricted basis. Background: During an internal inspection of a government owned Catepillar Dozer D7F, Ser# 61G00360, Admin #E170, NSN: 2410001859792, it was discovered the transmission magnetic screen assembly is full of metal pieces and shavings. It is believed the metal pieces and shavings are coming from the transmission. Requirement: The contractor shall complete a full inspection of the dozer to determine where the shavings are originating. If the contractor verifies the shavings are coming from the transmission, the contractor shall clean out metal pieces and shaving, and identify and repair the transmission problem. If the contractor determines the shavings are not coming from the transmission, the contractor shall identify the problem and provide a potential solution to the government. The contractor shall not proceed with repair(s) without prior written approval of a warranted contracting officer. The government will deliver and pickup the dozer at the awarded contractors facility provided the facility is within 100 miles of Fort Pickett, Blackstone, VA.
