About this opportunity
The U.S. Embassy London is seeking catering services for an outdoor reception, with the procurement aimed at selecting the lowest-priced, technically acceptable offeror who meets all contract requirements. The Department of State solicitation requires potential contractors to be registered in the System for Award Management (SAM) database and comply with federal anti-discrimination laws. Contractors must also certify that they do not operate Diversity, Equity, and Inclusion programs that violate federal anti-discrimination regulations. The evaluation will focus on technical acceptability and pricing, with the potential for award without further discussions. Interested contractors must submit their quotes by 17:00 BST on March 28, 2025, and can request the full Request for Quotation (RFQ) package by contacting Procurement_Box3@state.gov.
The solicitation does not include any specific set-aside designations and does not mention incumbent contractors or precise award values. The contract will be a firm fixed-price agreement, with payment processed electronically after full service completion based on actual quantities and unit prices. The place of performance is London, United Kingdom, specifically at the U.S. Embassy location. The contract falls under the Food Service Contractors NAICS category (722310) and the PSC category for food preparation and serving equipment rental (W073). While specific quantities are not detailed, the solicitation indicates this is for a single outdoor reception event, suggesting a one-time service requirement with a relatively short performance timeline coinciding with the event date.
Notice text
The U.S. Embassy London will be holding an outdoor reception in London which requires a variety of services from contractors including the provision of catering services.
An award will be made to the lowest priced, technically acceptable offeror who is a responsible Contractor. The Government may award a Purchase Order / Contract based on an initial offer without discussion. Any awards made are firm fixed price type agreements and payments for services will be made after the event based on quantities and unit prices only to the extent specifically provided in the contract. Contractors should submit invoices for payment after full completion of the services. Payment is made by electronic funds transfer to contractor’s bank account.
When responding to this solicitation, the Contractor must certify that:
• they are in compliance in all respects with all applicable Federal anti-discrimination laws, and agree that such certification is material to the government’s payment decisions for purposes of section 31 USC 3729(b)(4) (False Claims Act); and
• they do not operate any programs promoting Diversity, Equity, and Inclusion that violate any applicable Federal anti-discrimination laws.
Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
If you are a suitably qualified contractor and are interested in quoting on this project, please contact the London Procurement team at Procurement_Box3@state.gov for a copy of the RFQ package and details of the site visit.
Quotes are due by 17:00 BST on March 28, 2025.
