About this opportunity
The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Hood issued a sole-source justification notice on March 17, 2026, for the award of catered meal services to Delta Vector USA, LLC under contract N0002325D0023. The $3.3 million firm-fixed-price task order provides hot breakfast and dinner services for approximately 400 personnel assigned to the 53rd Infantry Brigade Combat Team at Dona Ana Range Training Complex in New Mexico from March 15, 2026, through July 29, 2026, with one optional 90-day extension period. The justification for the noncompetitive award cites Title 10 U.S.C. 3406(c)(1) and FAR 16.507-6(b)(1), asserting that the direct award is in the interest of economy and efficiency as a logical follow-on to an existing task order, given the incumbent vendor's established operational presence since January 27, 2026, and the compressed procurement timeline requiring only four days of lead time before the March 15 performance start date. Although three vendors responded to a sources sought notice issued on March 9, 2026, the government determined that selecting a new vendor posed substantial risk given the facility constraints at McGrecor Base Camp and critical life, health, and safety implications. The Alternate Advocate for Competition approved the justification as adequate on March 11, 2026, prior to the March 13 award date.
Notice text
Justification and Approval for Other than Full and Open Competition under the Title 10 U.S.C. §3406(c)(1) as implemented in Federal Acquisition Regulation (FAR) 16.507-6(b)(1) - Interest of economy and efficiency. The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
Awarded contract N0002325D0023 to unknown vendor for unknown amount on 2026-03-13.
