About this opportunity

The U.S. Army Corps of Engineers, St. Paul District has issued a Special Notice of Intent to Award a Sole Source Contract for rebuilding a CAT bulldozer Model D7. The notice specifically targets John Fabick Tractor CO, located in Fenton, Missouri, as the sole source for this contract. The rebuilding project is critical for maintaining the Dredge Goetz Fleet's operational readiness, with the goal of having the bulldozer fully functional before May 1, 2025, which marks the start of the dredging season. The sole source justification stems from the requirement for Original Equipment Manufacturer (OEM) parts exclusively available through Caterpillar's dealer network. The contract is being pursued under Federal Acquisition Regulation 6.302-1(a)(1), which allows for sole source procurement when only one responsible source can satisfy agency requirements.

Contractors interested in challenging this sole source determination may submit a capability statement via email to Theodore R Hecht Jr, the Contract Specialist, by 2:00 pm Central Standard Time on November 19th, 2024. While the notice emphasizes the intent to award to John Fabick Tractor CO, the government will consider all submitted capability statements that demonstrate comparable service capabilities. The bulldozer, located just south of Keithsburg, IL, requires specialized Caterpillar parts and certified technicians, which can only be accessed through the manufacturer's authorized dealer network. The anticipated contract completion date is April 30, 2025, aligning with the Corps of Engineers' mission to maintain navigable waterways. The government retains sole discretion in determining whether to compete this requirement based on the responses received to this special notice.
