About this opportunity

The Defense Microelectronics Activity (DMEA) at McClellan, California is issuing a Sources Sought notice to identify potential sources for in-house design, tool fabrication, and production of sheet metal enclosers for data transfer applications, with responses due July 3, 2026.

The procurement is unclassified for set-aside purposes; all businesses may respond. Work is performed in-house at the contractor's facility. The requirement spans two phases: Phase 1 encompasses reverse-engineering of existing enclosers (if necessary), generation of 3D CAD models, and design and fabrication of progressive dies, jigs, and molds for production; Phase 2 involves stamping, forming, bending, machining, and assembly of sheet metal enclosers using the fabricated tooling. A critical compliance mandate requires all manufacturing to be performed entirely in-house to satisfy R-FAR 52.219-14 limitations on subcontracting, ensuring the contractor operates as a direct manufacturer rather than a broker or pass-through entity.

The procurement is classified under NAICS 333517 (Machine Tool Manufacturing) with a small business size standard of 500 employees. The Product Service Code is 3456 (Cutting and Forming Tools for Secondary Metalworking Machinery). Interested vendors must submit a capability statement not exceeding three pages documenting their ability to meet all stated requirements, including facility information. DMEA will use responses to determine appropriate acquisition method and assess small business set-aside feasibility.
