About this opportunity

The United States Patent and Trademark Office (USPTO) has issued a Special Notice regarding a non-competitive procurement for access to Chemical Abstract Service (CAS) databases and platforms. The notice announces the USPTO's intent to negotiate and award a contract to American Chemical Society DBA Chemical Abstract Service for subscriptions to SciFinder and STNext services. The contract will provide access to CAS's collection of patent and non-patent literature information available across multiple platforms including the Scientific and Technical Network (STN). The procurement is valued at approximately $110.6 million over a five-year period and falls under NAICS code 519190 for "All Other Information Services." The anticipated award date is August 13, 2025.

The purpose of this procurement is to provide the USPTO with comprehensive access to chemical literature databases essential for patent examination and research activities. The USPTO previously conducted market research through a Request for Information published on May 14, 2024, which determined that American Chemical Society is the only known qualified source for these specialized services. Due to the USPTO's exemption from the Competition in Contracting Act, this requirement is being procured using the Alternate Competition Method in accordance with the Patent and Trademark Acquisition Guidelines and the Patent and Trademark Office Efficiency Act. This notice specifically states that it is not a request for competitive proposals, indicating that no other contractors are eligible to participate in this procurement. The sole-source nature of this contract reflects the specialized and proprietary nature of the CAS database services required by the USPTO.
