The US Forest Service is soliciting the following serivces for performance in the Carson and Bridgeport Ranger Districts of the Humboldt-Toiyabe National Forest. The solicitation will be a Request for Proposals, which will be published here on or before 2/25/08. Full original technical and pricing proposals will be due to the Contracting Officer, and a copy of the Technical Proposal only, (no pricing) will be due to the Carson Ranger District, all no later than close of business on 3/25/08.

Services Sought:

1. Tree planting services to restore and reforest lands burned over after wildfire. The purpose of this contract is to secure containerized tree planting services in a manner that insures tree survival and growth. Tree survival and growth is dependant on the initial health of the tree seedlings, the manner in which trees are handled and planted, environmental conditions such as soil moisture and weather, and animal damage to the seedlings. The services secured with this contract will focus on the need to provide appropriate tree handling, care, and planting techniques during a period of time when environmental conditions are most favorable to insure tree survival. The installation of shade tubes is included in this contract.

2. Pre-commercial tree thinning and stand improvement activities to reduce tree densities and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth, and undesirable tree qualities. The goal of this project is to thin dense stands of Jeffrey Pine regeneration and release the leave trees from brush competition. Aspen stands recovering after a wild land fire will also be enhanced by removing conifers from within and around the stand, allowing the aspen sprouts to increase in number, size and acreage. In some areas brush reduction activities will be used to reduce fire danger.

The Forest Service anticipates the award of a Indefinite Delivery, Indefinite Quantity, (IDIQ) Contract to a single awardee. The Forest Service reserves the right to award to multiple awardees if it desires, but is not bound to do so, and it is not the initial intent.
