Notice text

The Federal Railroad Administration (FRA) and Surface Transportation Board (STB) is soliciting for requests for fixed-priced proposals from offerors with the expertise necessary to build the Government a complete, accurate and confidential Master Waybill File and Public Use File. The Carload Waybill Sample is a sample of waybills for terminated shipments by rail carriers. The Government requires that railroads submit waybill sample data if, in any of the three preceding years, the railroad terminated at least 4,500 revenue car loads on its line.

The Waybill Sample identifies originating and terminating freight stations, the

names of all railroads participating in the movement, the point of all railroad

interchanges, the number of cars, the car types, movement weight in hundredweight, the

commodity and the freight revenue. The names of the shipper and consignee may be part

of the railroad's data submission, but are not included in the final sample data.

The Federal Railroad Administration (FRA) and the Surface Transportation Board (STB) will award one (1) fixed-priced contract to the offeror that represents the best overall value to the Government in accordance with FAR Part 15 Contract by Negotiations. The period of performance will be one (1) base year from the date of award with four (4) one-year options executed after the base year upon approval by the Government.
