About this opportunity
The Army Contracting Command-Redstone Arsenal intends to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Cargo Platform Health Environment (CPHE) Systems Hardware Kits to support Health Usage and Monitoring Systems (HUMS) for CH-47F aircraft within the Continental United States. The procurement encompasses CPHE System Hardware Installation Kits and all follow-on support kits, including Ground Support Kits, Operations Kits, and Unit Supplemental Kits, along with Processing, Packaging, Kitting and Shipping services. The Army Contracting Command-Redstone Arsenal is the procuring agency and plans to award this contract on an other than full and open competition basis under the authority of 10 U.S.C. 3204(a)(1), citing substantial duplication of costs that would not be recovered through competition. The closing date for this pre-solicitation notice is July 3, 2025, though this may be adjusted depending on the actual solicitation release date. Interested parties must submit written responses to the designated Procuring Contracting Officer or Contract Specialist via email, as telephone inquiries will not be accepted.
This procurement does not utilize any set-aside designations and The Boeing Company (CAGE Code 77272) is identified as the intended awardee for this sole-source acquisition. The contract will span a five-year period and is structured as an IDIQ vehicle, though specific award values or budget ranges are not disclosed in this pre-solicitation notice. The justification for other than full and open competition has already been approved, and award is subject to the availability of funds. While Boeing is the intended recipient, the notice encourages other responsible sources to seek source approval through SAM.gov qualification procedures for aviation requirements to compete in future solicitations. All responsible sources are permitted to submit offers, which the agency will consider as part of the acquisition process.
