About this opportunity
Naval Supply Fleet Logistics Center Puget Sound is seeking to procure specialized maintenance services for a Cargo Console on the USNS KANAWHA (T-AO-196) through a sole source contract with OEM Electronic Marine Systems, Inc. The contract requires an Original Equipment Manufacturer Technical Representative to troubleshoot, repair, and perform comprehensive maintenance on the Main Cargo Console located in the Cargo Control Room, including provision of specific parts such as one Analog II PCB and one Sea Switch connector. This is a combined synopsis/solicitation under simplified acquisition procedures for commercial services, with contractors required to be registered in both the System for Award Management (SAM) and the Defense Biometric Identification System (DBIDS). The government will evaluate offerors based on price reasonableness and past performance criteria. All quotes must be submitted by September 4, 2025, and must include complete pricing information on an FOB Destination basis, along with company contact information and CAGE code.
This opportunity does not utilize any set-aside designation and is being pursued as a sole source requirement specifically targeting OEM Electronic Marine Systems, Inc. as the incumbent contractor. While specific award values are not disclosed in the solicitation, this falls under the small business size standard of $12.5 million for NAICS code 811310. The performance period is scheduled to run from October 27, 2025, through November 9, 2025, providing a relatively short timeframe for completion of the maintenance work. All services will be performed in Bremerton, Washington, with the exact location details to be provided separately due to operational security requirements. The contract structure places maximum risk on the contractor through a firm fixed-price arrangement, with invoicing processed through the Wide Area WorkFlow system and all testing conducted under the supervision of both ABS and the Marine Support Contract Representative.
