About this opportunity

The Defense Commissary Agency (DeCA) has issued a Request for Information (RFI) to conduct market research for Cardboard and Plastic Removal and Recycling Services at four Hawaii military commissary locations: Schofield Barracks, Pearl Harbor, Kaneohe Bay, and Hickam AFB. The agency is seeking qualified contractors to collect, transport, and recycle corrugated cardboard, plastic packaging, plastic bags, and other recyclable waste generated during grocery operations at these facilities. Contractors must comply with all applicable local, state, and federal regulations regarding removal, transportation, and disposal of solid waste, and all costs associated with maintaining, emptying, transporting, and dumping containers—as well as state and local disposal fees—must be included in the contractor's price. Interested parties must be registered in the System for Award Management (SAM) and complete online representations and certifications. The RFI response deadline is January 24, 2026, and potential sources should submit their organization name, address, email, website, telephone number, and business size if they have the capacity to perform these services.

This procurement is currently issued as a pre-solicitation RFI with no formal solicitation or financial obligation to the government at this time. There is no set-aside designation established at this stage; however, based on responses to the market research, the requirement may be set-aside for small businesses or procured through full and open competition. The contract is structured as a Firm-Fixed Price award with a 12-month base period and four one-year option periods, meaning the total potential contract duration is five years if all options are exercised. The applicable NAICS code is 562111 (Solid Waste Collection), with a business size standard of $47 million, and the PSC category is S205 (Housekeeping—Trash/Garbage Collection). While no specific dollar value or detailed quantity metrics are disclosed in the pre-solicitation notice, the Statement of Work specifies that pickup frequencies will range from weekly to twice weekly depending on the individual location's recycling volume requirements.
