About this opportunity
U.S. Citizenship and Immigration Services (USCIS) intends to solicit card counters for Permanent Resident Card and Employment Authorization Document production, with responses to this pre-solicitation notice due July 9, 2026. The procurement carries no set-aside.
USCIS will procure eight card counters total—four units each for delivery to production facilities at Lees Summit, Missouri and Corbin, Kentucky. Delivery must occur within 30 calendar days of contract award. The scope includes one-time delivery plus a four-year maintenance agreement, with performance performed at the contractor's facility.
Card counters are used for count verification of PRC and EAD cards removed from secure storage inventories and after personalization to verify pre- and post-production counts match. Technical specifications require a maximum capacity of 500 cards, minimum capacity of 250 cards, variance card thickness of 0.25 to 1.65 millimeters, and power source of 100–240 VAC 50/60 Hz. The contractor must provide a minimum 90-calendar-day warranty period during which card counters must operate without complication, with the contractor bearing all costs and coordination for warranty maintenance or repair.
USCIS has historically used Spartanics Model 600 Adjustable machines (commercial equivalent: JC3200 Desktop Automatic Card Counter, manufactured by Emperor Tech US). AllStar Card Solutions is identified as one supplier of this equipment. The program office will accept equivalent brands and models provided items meet all technical specifications in the statement of work.
A post-award conference must be conducted within 5 calendar days of award and within 10 calendar days after successful delivery completion.
