The Naval Air Warfare Center Weapons Division is seeking proposals for graphite/epoxy composite rocket motor case structures that are moderately lightweight and thick-walled to meet pressure containment and airframe structural strength requirements, but are permeable to Electromagnetic Environmental Effects and do not adequately dissipate lightning. The solicitation will be posted on July 22, 2020 as request for proposal N6893620R0111, with proposals due by August 13, 2021. The contract will be awarded on a cost plus fixed fee basis under NAICS code 541713.

This is a sources sought notice only and it is not a solicitation announcement and does not constitute a commitment by the US Government.  The purpose of this sources sought is to gain knowledge of qualified potential contractors and their socio-economic size classification in accordance with NAICS code 541713 Research and Development in Nanotechnology.  Responses will be used by the Government to make appropriate acquisition decisions and Market Research to determine industry capability.  After review of any responses that may be received, a solicitation announcement may be posted.  All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.  

The Naval Air Warfare Center Weapons Division (NAWCWD) Contracting Office intends to procure additional work under contract N6893621C0020.  The award will be made on an Other than Full and Open Competition basis in accordance with FAR 6.302-1, as a Firm fixed price (FFP) modification with General Nano, 1176 Mentor Ave, Ste. 170 Cincinnati, OH 45212.  
Based on General Nano’s performance under the existing contract, no other source can reasonably be expected to perform the additional work resulting from reprioritization of capabilities without significant duplication of cost and schedule impact. Delaying the procurement to find another source would significantly impact the US Navy’s operating capabilities. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 10 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893620R0111 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, is interested in applying innovative Carbon Nanotube and/or innovative Nanomaterial technologies to traditional GEC tactical missile solid rocket motor cases to meet high structural loading, high aerothermal, and Electromagnetic Environmental Effects (E^3)/lightning requirements of a surface launched tactical missile system.

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA has a requirement for Graphite/Epoxy Composite (GEC) rocket motor case structures that are moderately lightweight and thick-walled to meet pressure containment and airframe structural strength requirements.  These are permeable to Electromagnetic Environmental Effects (E^3) and do not adequately dissipate lightning.  The permeability to E^3 and lack of lightning dissipation requires shielding of cables and sensitive electronic components/component grounds (many of which are safety critical) and implementation of external energy dissipation elements.  These features are weight and volumetrically consumptive, resulting in reduced missile range.  

The Government anticipates issuing a Request for Proposal (RFP) under Full and Open Competition for Cost Plus Fixed Fee (CPFF) R&D contract(s) under NAICS code 541713.
