About this opportunity

The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking carbon drum disposal services through Request for Quotation N0017425R1034. The contractor will be responsible for picking up and disposing of up to 400 spent carbon drums annually, with each 55-gallon steel drum weighing approximately 300 pounds and requiring disposal as non-hazardous waste. The drums are generated from the manufacture of nitrate ester explosives and have been properly dewatered and off-gassed prior to collection. The government will evaluate quotations on a lowest price technically acceptable (LPTA) basis, with technical specifications and price serving as the primary evaluation factors in order of importance. Quote packages must be submitted by September 4, 2025, at 10:00 AM EST to the designated contracting officer, and the government intends to award without conducting discussions unless later deemed necessary.

This procurement is designated as a Total Small Business Set Aside under NAICS code 562111 with a size standard of $47,000,000, though there appears to be some discrepancy as the government file references a Women-Owned Small Business (WOSB) set-aside. The contract will be structured as a firm fixed price purchase order with a 12-month period of performance beginning from the award date. The contractor must provide all necessary equipment for loading and unloading the drums, ensure compliance with Department of Transportation requirements, and maintain proper documentation throughout the disposal process. All contractor personnel must be U.S. citizens with appropriate base access credentials to perform work at the NSWC IHD facility located in Indian Head, Maryland. The contractor will be responsible for the complete transportation and disposal chain, from pickup at the government facility through final environmentally compliant disposal.
