About this opportunity
The U.S. Geological Survey (USGS) Water Resources Mission Area is conducting market research to identify potential contractors for Carbon-14 (with Carbon-13/Carbon-12) analytical services for environmental sample dating. Through the National Water Quality Laboratory, the agency seeks providers capable of analyzing water, sediment, ground water, surface water, soil, and other scientific sample types collected from various sites nationwide. The primary objective is to obtain analytical services that support scientific and regulatory investigations, with a focus on processing samples from monitoring wells, surface water sites, and potentially areas involving hydrofracking or oil exploration. This Sources Sought Notice represents a pre-solicitation market research effort to assess contractor capabilities, with all responses required to be submitted electronically by April 11, 2025, at 2:30 PM Mountain Standard Time to ysornberger@usgs.gov. The opportunity is classified under NAICS code 541380 for Testing Laboratories and Services and PSC code B599 for Special Studies/Analysis.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, meaning it appears open to all qualified vendors. While no specific award value or budget range is disclosed, the contract will involve processing environmental samples with potential complexity, including those with high dissolved solids or hydrogen sulfide. The analytical work will exclude samples with elevated radiocarbon levels or contamination from waste sites. Contractors and subcontractors must demonstrate capability to provide comprehensive analytical services, including necessary supplies and deliverables for Carbon-14 analysis. The scope suggests a potentially ongoing requirement supporting USGS scientific projects throughout the United States, with samples likely varying in volume and specific environmental context. The solicitation emphasizes technical capability and scientific precision as key evaluation criteria for potential contractors.

CARBON DATING SERVICES
This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary.
The U.S. Geological Survey (USGS) Water Resources Mission Area (WMA), through the National Water Quality Laboratory (NWQL), conducts various types of scientific projects and has an obligation to provide Carbon-14 (with Carbon-13/Carbon-12) analysis of environmental samples. These services will involve the analysis of water, sediment, and other contracted sample types for dating purposes. The majority of the samples to be analyzed for USGS projects are aqueous samples collected from ground water monitoring wells and surface-water sites. However, some projects will require analysis of soil, bed-sediment, plant, and various other types of materials. Some samples may be collected and submitted from areas of hydrofracking and/or oil exploration. Some samples may contain high dissolved solids and/or hydrogen sulfide (H2S). However, samples containing elevated levels of radiocarbon or samples with radiocarbon contamination from waste sites will not be submitted under this contract. The Contractor and subcontractors must provide analytical services, supplies and deliverables for Carbon-14 (with Carbon-13/Carbon-12) analyses of environmental samples collected for USGS projects. The analytical results from these samples will be used by the USGS in support of scientific and regulatory investigations and monitoring of project sites located throughout the United States.
All responses must be submitted NLT 04/11/2025 at 2:30pm MST via e-mail to: ysornberger@usgs.gov.
