About this opportunity
The US Army Corps of Engineers (USACE) Europe District is seeking a design-build contractor to renovate a hospital and maternity ward facility in Bangui, Central African Republic. The project will focus on improving electrical power resiliency through upgrades to electrical infrastructure, including installation of photovoltaic systems, uninterruptible power supply units, and battery banks for critical hospital areas. Potential contractors must be registered in SAM.gov under NAICS code 236220, demonstrate previous design-build construction experience with the US Government within the past five years, and show successful completion of work in remote African regions. Evaluation criteria will be based on these qualifications, with interested firms required to complete a Past Performance Questionnaire (PPQ) and submit it via email to the specified USACE contact points. The pre-solicitation notice was posted on May 12, 2025, with responses due by May 27, 2025, and an anticipated solicitation release within the next 30 days.
The contract will not have any small business set-asides and is estimated to be valued between $250,000 and $500,000. The performance period is expected to range from one to two calendar years, encompassing both design and construction phases. The resulting contract will be a Design-Build, Firm Fixed Price (FFP) construction contract, solicited through an Authorized Source List (ASL) in accordance with FAR Part 13 Simplified Acquisition Procedures. Contractors must obtain an NCAGE code and Unique Entity ID, and complete SAM registration, which typically takes approximately two weeks to activate. The project will involve permanent construction with an expected lifespan of over 25 years, focusing on electrical system upgrades that comply with German Local National Codes, International Electrical Commission standards, and local host nation requirements.
