Place of performance is at contractor facilities within CONUS. The procurement is conducted under FAR Part 12 (Commercial Products and Services) and FAR Part 13 (Simplified Acquisition Procedures) as a firm-fixed-price contract with a six-month base period of performance and no option periods. NAICS code is 541370 (Surveying and Mapping Services) with a $19.0 million size standard. The estimated award amount is $19.5 million.
Contractor must deliver qualified key personnel—Project Manager, GIS Analyst, and Cartographer—with minimum experience of five years for Project Manager and GIS Analyst, and three years for Cartographer. All key personnel must be U.S. citizens and pass SF-85 background investigations. Security clearance requirement is Tier 1, Low Risk, Non-Sensitive. The contractor must furnish its own software licenses, production environment, and resources; Government will provide baseline production inventory and access to Port Status application and Harmonized Waterways Dataset Explorer within five business days after award.
Deliverables include Esri File Geodatabase, GeoJSON export in WGS 84 format, source crosswalk, decision register, validation matrix, and metadata. A pilot demonstrating methodology on 15–25 Government-selected items is due 45 days after award and requires written Contracting Officer Representative approval before full national production begins.
Evaluation on best-value basis weighs technical approach and capability as primary factor, key personnel qualifications second, and price third. Quotations must include Volume I (technical approach, capability, resumes, maximum 20 pages) and Volume II (business introduction, completed SF 1449, pricing via Excel worksheet, maximum 10 pages). Questions due September 17, 2026 at 10:00 AM ET. Amendment 02 posted September 18, 2026 with updated SF 1449 with draft watermark removed.
