About this opportunity

The Department of Agriculture Rural Development is seeking a Capital Planning and Investment Control Specialist through a competitive Blanket Purchase Agreement (BPA) Call Order under the existing Organizational Analysis and Program Management (OAPM) multiple award BPA. The scope of work encompasses program and risk management, CPIC budget analysis, IT investment management program support, and Acquisition Approval Requests (AAR) management within the administrative management and general management consulting domain (NAICS 541611). The work will be performed in Washington, DC, and this procurement is restricted to companies already approved as call order eligible under the OAPM BPA framework. The notice indicates that this is not a traditional solicitation but rather a notification of intent to award a BPA Call Order, with only three currently approved companies eligible to receive this opportunity. The due date for responses is February 21, 2026, and the government has indicated it will not provide feedback or evaluations to companies regarding their submissions.

This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The procurement involves a base period of 12 months from award, with two optional renewal periods of 12 months each, providing a potential three-year engagement. The notice does not specify award values or budget ranges for this requirement. As this is a BPA Call Order against a multiple award schedule, the three eligible companies will receive the solicitation and any subsequent changes via email directly from the government. No incumbent contractor names are mentioned in the pre-solicitation notice, and companies should note that the government will not accept unsolicited proposals outside of the designated OAPM BPA framework.
