About this opportunity
The Washington Headquarters Service, Acquisition Directorate is conducting market research to identify Service-Disabled Veteran-owned Small Business (SDVOSB) contractors for professional support services for the Department of Defense Office of Strategic Capital (DoD OSC) Capital Markets Team. The procurement seeks full-time-equivalent (FTE) Investment Advisors and Senior/Journey-Level Investment and Capital Market Analysts to support attracting private capital into Critical Technology Categories. Key qualifications include 10+ years of alternative investment experience for Investment Advisors, with requirements for expertise in capital strategies, graphic design, marketing, website development, and the ability to obtain TS/SCI clearance. Senior Analysts must have 10+ years in venture capital or critical technology deployment, while Journey-Level Analysts need 4+ years of relevant experience. The market research notice is open from February 26, 2025, to March 10, 2025, with the Contracting Officer seeking to determine if there are at least two competitive and responsible small business concerns capable of meeting the contract requirements.
The opportunity is specifically set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and falls under the NAICS category 541990 for All Other Professional, Scientific, and Technical Services. The contract will involve supporting fund evaluation, due diligence, portfolio management, financial modeling, IT systems implementation, and interagency coordination across various investment categories including seed, venture, growth, private equity, and credit funds. While specific award values are not disclosed in the pre-solicitation notice, the scope suggests a comprehensive professional services engagement with multiple full-time equivalent positions. The government emphasized that this is a market research notice and not a formal solicitation, and will not reimburse any costs associated with response preparation. Interested SDVOSB firms are encouraged to demonstrate their capabilities through direct responses and potential teaming arrangements, with the ultimate goal of supporting DoD OSC's strategic investment initiatives.
