About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a critical safety item NSN 1670-008666878, specifically a canopy release system for military applications. The procurement will be conducted as a firm-fixed price Request for Proposal (RFP) with direct delivery requirements. This is a restricted source acquisition with Mission Systems Davenport Inc. identified as the approved original equipment manufacturer (OEM). Critical contract requirements include government first article testing, product lot testing, and strict traceability to the approved CAGE/part number source manufacturer. The solicitation evaluation will consider multiple factors including price, delivery, past performance, and other unspecified criteria, with the final award decision based on a comprehensive assessment. Proposals are due by March 7, 2025, with the solicitation expected to be available in DIBBS on February 5, 2025.
The pre-solicitation notice indicates no specific set-aside designation, meaning the opportunity is open to all responsible sources. The estimated quantity is up to 337 units with delivery estimated at 600 days after award. While a specific award value is not disclosed, the procurement is designated as a critical application item with significant technical requirements. The acquisition is not using commercial item acquisition policies and will require extensive engineering source approval (ESA) for any alternate offerors. Proposals must be submitted in English and U.S. dollars, with potential applicability under the Trade Agreements Act. Alternate offers will not be considered for the current procurement but may be evaluated for future opportunities if a complete data package is provided and approved through the ESA process.
