This procurement is to award a 3-year indefinite delivery/indefinite quantity (IDIQ) contract for Canine Kenneling services to support the U.S. Customs and Border Protection (CBP) Canine Program. The Government intends to evaluate quotations and award without discussions, but reserves the right to conduct discussions if necessary. Supplier quotations will receive a best value evaluation based on a Pricing Worksheet and a 3-page Technical Quotation that must be submitted by September 9, 2024 at 3 PM MST.

This solicitation is 100% set aside for small businesses under NAICS code 812910 with a $9.0 million size standard. The contract term is 3 years, with pricing that may change in 12-month increments. The contractor must provide indoor-outdoor kennels, 24/7 access, sanitation, emergency care, and other requirements detailed in the Statement of Work. This procurement is to award a 3-year indefinite delivery/indefinite quantity (IDIQ) contract for Canine Kenneling in accordance with request for quotation (RFQ) 70B03C24Q00000390 (03C24Q0390) which includes the statement of work (SOW). 

Supplier quotations will be submitted in two separate documents sent to Kirk Hunt at kirk.w.hunt@cbp.dhs.gov. Quotation documents must be compatible with Microsoft Word/Excel or viewable in Adobe Acrobat.  Documents must not exceed 5 megabytes in total file size.

The two documents, as separate documents, are: 
      1) Pricing Worksheet, and 
      2) Technical Quotation 
        a) An explanation of offeror’s ability to satisfy the statement of work (maximum 3 pages). 

The Government intends to evaluate quotations and award without discussions with offerors, but reserves the right to conduct discussions, if the Contracting Officer determines them to be necessary. The offeror’s initial proposal should contain the offeror’s best price and delivery, plus include a complete and concise technical quotation (maximum 3 pages).

Supplier quotations will receive a best value evaluation, per the evaluation section of the RFQ. The Government intends to make a single award resulting from this solicitation to the responsible offeror whose quotation represents the best value after evaluation in accordance with the solicitation.  Award may be made to other than the highest technically evaluated offeror.  Award may be made to other than the lowest priced offeror.

The term of the awarded contract will be for 3-years.  Pricing may change in 12-month increments (see the pricing worksheet).

This solicitation is 100% set aside for small business.
