About this opportunity

The Federal Emergency Management Agency intends to award a sole-source contract to Candid for 44 user subscriptions to the Candid Grant Research & Management Platform, with an estimated total value of $298,817.78.

FEMA's Recovery Technology Programs Division justifies the sole-source award under FAR 6.302-1 based on Candid's unique capabilities. The platform contains over 242,000 grantmaker profiles and 24.9 million historical grants with advanced search, export, and reporting features, robust user management, and training resources. Candid sources data directly from the IRS and funders to ensure accuracy and currency. Market research evaluated competing commercial databases—GrantStation, GrantWatch, and GrantSelect—but determined none matched Candid's depth, breadth, or data validation methods.

The subscription supports FEMA's Interagency Coordination Division in providing non-Federal recovery resources to disaster survivors and stakeholders who may not qualify for Federal programs or operate in areas where a disaster is not declared. The period of performance is a base year plus four 12-month option years. The procurement is conducted under the Multiple-Award Schedule Program authority per 41 U.S.C. 152(3) and 40 U.S.C. 501. Candid is located at 32 Old Slip, 24th Floor, New York, NY 10005-3500. The contract was awarded on July 21, 2026.

Notice text

The purpose of this requirement is to procure an annual subscription that provides access to the Candid database for use in the Interagency Coordination Division to use to provide non-Federal Recovery resources to survivors who may not qualify for Federal programs or in an area in which a disaster is not declared. Access to this platform would bolster Interagency Coordination Division's capacity to coordinate the programs and subject matter expertise of the Federal interagency and combine it with private sector and non-profit resources available in the Candid database. Access to this database will streamline and enhancing both the speed and efficiency in Federal Emergency Management Agency’s ability to provide disaster recovery assistance and vital resources outside of the Federal scope and strengthen States, Localities, Tribes, and Territories, non-profits, and external stakeholders’ capabilities in restoring critical infrastructure, protecting public health and safety, and facilitating community recovery after major disasters.
