c) Provide revised information about the Pre-Proposal Conference (see full text below).

The National Cancer Institute (NCI) plans to host an on-line Pre-Proposal Conference for the Cancer Genomics Cloud Pilots project prior to release of the formal Broad Agency Announcement (BAA) solicitation. The on-line Pre-Proposal Conference is scheduled to be held January 6, 2014, from 1:00PM to 3:30 PM local time. The formal BAA is scheduled for release on or about January 13, 2014.

The Pre-Proposal Conference will be conducted in accordance with FAR 15.201. The goal of exchanging information is to improve the understanding of government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements. The NCI's intent of the Pre-Proposal Conference is to assist all potential offerors in the development of comprehensive, quality responses to the anticipated BAA. As such, the Pre-Proposal Conference will: 1) familiarize participants with NCI's Cancer Genomics Cloud Pilots requirements; 2) review BAA proposal requirements; 3) identify potential offerors in order to promote collaboration and facilitate the formation of strong teams and business relationships; and 4) address questions prior to potential offerors' proposal development for this complex requirement. Attendance at this Pre-Proposal Conference is via on-line only; there is no physical location to attend. All responsible sources may participate in this online conference. The Pre-Proposal Conference is for informational purposes only.

Draft BAA Pre-Proposal Conference documents are attached for review and comment prior to the Pre-Proposal Conference. These documents reflect the NCI's best estimate of the Cancer Genomics Cloud Pilots project; however, changes may occur. All comments or questions regarding the Cancer Genomics Cloud Pilots project must be submitted by email with a subject line of, "FAQ" to ncicloud@mail.nih.gov. Submission of comments or questions by any other means may not be reviewed. The formal BAA will be posted after the Pre-Proposal Conference reflecting the latest information which shall supersede all prior documents.

The Government intends to post the on-line Pre-Proposal Conference logistics to http://cbiit.nci.nih.gov/ncip/nci-cancer-genomics-cloud-pilots in advance of the event. Please check this site frequently as the information may be updated prior to the on-line event. No advance registration is required and all responsible sources may attend. In order for questions to be expeditiously addressed during the on-line Pre-Proposal Conference, potential offerors are requested to submit written questions via email with a subject line of, "FAQ" to ncicloud@mail.nih.gov in advance of the Pre-Proposal Conference on January 6, 2014. Potential offerors may also have the opportunity to ask questions or seek clarifications during the meeting, subject to technical limitations of the on-line venue, if any. Due to logistical and time considerations not all questions may be answered during the Pre-Proposal Conference; however, all questions received will be addressed post-conference via the Cancer Genomics Cloud Pilots Frequently Asked Questions (FAQ) page along with a list of attendees. http://cbiit.nci.nih.gov/ncip/nci-cancer-genomics-cloud-pilots.

Any statements or representations made during the on-line Pre-Proposal Conference are not binding. Potential offerors are cautioned that the ONLY controlling document for this acquisition is the formal BAA and any subsequent amendments.

Update #1 ·

The National Cancer Institute (NCI) is planning to host a Pre-Proposal Conference for the Cancer Genetics Cloud Pilots requirement. This acquisition will utilize a Broad Agency Announcement (BAA). The Pre-Proposal Conference is for informational purposes only. All responsible sources may participate in this online conference. The goal of the conference is to explain the mechanics of the solicitation and to review the objectives and milestones of the BAA.

The Pre-Proposal Conference will be conducted in accordance with FAR 15.201, Exchanges With Industry Before Receipt of Proposals. Agencies are encouraged to promote early exchanges of information about future acquisitions. The purpose of exchanging information is to improve the understanding of government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements. The Pre-Proposal Conference is planned to be hosted online on January 6, 2014, from 1:00PM to 3:30 pm local time. The Government anticipates posting the online Pre-Proposal Conference information and logistics to http://cbiit.nci.nih.gov/ncip/nci-cancer-genomics-cloud-pilots in advance of the meeting.
