About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking Canadian auto liability insurance services to cover vehicles and drivers operating on official duty in Canadian provinces bordering the United States, including British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, and New Brunswick. The insurance must provide third-party liability coverage up to $1,500,000, medical expenses up to $500,000, accident-related legal assistance, and the capability to add up to 20 additional vehicles throughout the contract period. Offerors must be registered and active in the System for Award Management (SAM) and hold a NAICS code 524126 classification as Direct Property and Casualty Insurance Carriers. The ATF will evaluate quotations using a Lowest-Price-Technically-Acceptable (LPTA) methodology, awarding the contract to the responsible firm submitting the lowest-priced quote that meets all technical requirements outlined in the Statement of Work. Questions regarding the solicitation are due by January 26, 2026, at 12:00 PM EST, and quotations must be submitted by January 28, 2026, at 1:00 PM EST via email to jordan.miller@atf.gov, with quotes remaining valid for 30 calendar days after the close of the RFQ.
The solicitation was originally set aside 100% for small businesses but was amended on January 9, 2026, to remove the small business set-aside requirement, making it available to all qualified vendors on the open market. The contract encompasses a base performance period from February 1, 2026, through January 31, 2027, with four optional one-year extension periods extending through January 31, 2031. The current insurance requirement covers approximately 200 vehicles, with the contractor required to respond within 20 minutes of an accident and provide support functions including kick-off meetings, insurance certificates, vehicle damage assessments, and insurance identification cards. The key personnel serving as the insurance agent must hold a current state insurance license, possess at least three years of commercial lines experience, have a high school diploma or equivalent, and demonstrate proficiency in Microsoft Office. Place of performance is Washington, DC, USA, with all deliverables to be submitted electronically to the Contracting Officer's Representative.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued.
The most recent Federal Acquisition Circular (FAC) is FAC 2025-03, which was published on January 3, 2025, and became effective January 17, 2025.

Additional requirements are documented in the Statement of Work (SOW) to include the period of performance. Please read the attached SOW carefully when submitting your quotation response.
ATF will award to the responsible firm whose quote conforming to the RFQ will be the most advantageous/best value using the Lowest-Price-Technically-Acceptable (LPTA) method.
This requirement is being set aside for small businesses. Offerors SHALL be registered and active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7.
OPEN MARKET Quotes should be submitted via email to jordan.miller@atf.gov by the Close of this RFQ, 1:00 PM Wednesday, January 28, 2025. The RFQ # (15A00026Q00000019) must be clearly displayed on the Quote and in the Subject of the email. Quotes MUST be good for 30 calendar days after the close of the RFQ and should be submitted in Good-Faith in order to be responsive.
