The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ), Request for Proposal (RFP), nor an Invitation for Bid (IFB).

The U.S. Army Corps of Engineers, Kansas City District, intends to issue an RFP on or about 01 August, 2019 on the FedBizOps website at www.fbo.gov . This RFP will result in the award of a single Design-Bid-Build Firm-Fixed-Price (FFP) construction contract.

This requirement includes a construction project that is located within the controlled perimeter of Camp Funston located approximately three miles north east of the Fort Riley Main Post in Kanasas.

In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000.00 to $5,000,000.00.

The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million. This requirement will be a 100% set-aside for small business.

When this IRFP is issued, the solicitation will contain information as to when and where the proposals will be received. A Bid bond will be required with your proposal in the amount of 20% of the proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued.

The Scope of work is a heavy construction action; and the work includes new track (the two spurs sized to hold 50 rail cars total) with concrete loading and unloading docks at one end. The spurs will connect to existing track with switches. Supporting facilities include storm drainage and site improvements, and demolition. This project includes all work delineated in the Specifications and Plans and any incidental work to provide a complete and usable project.
