About this opportunity

The National Institute of Mental Health (NIMH), under the Department of Health and Human Services National Institutes of Health, has issued a Special Notice for a sole source contract with Cambridge Isotope Laboratories. The notice pertains to the procurement of 13C labeled L-Glutamine chemicals, which are critical for conducting carbon-13 spectroscopy projects in neural science research. The contract is classified under NAICS code 325199 for All Other Basic Organic Chemical Manufacturing and is set aside for 8(a) small business participation. The solicitation specifically seeks a supplier capable of providing 13C labeled chemicals enriched to 99% purity, which are essential for detecting brain metabolism through Magnetic Resonance (MR) Spectroscopy. The opportunity was posted on March 13, 2025, with a response deadline of March 28, 2025.

The primary objective of this sole source procurement is to obtain highly specialized 13C labeled chemicals for advanced neurological research. The contract will be a 12-month base agreement with two additional one-year option periods, commencing on 4/15/2025 and ending on 4/16/2026. Cambridge Isotope Laboratories has been identified as the sole source due to their unique capability to custom synthesize the chemical with a reliable organic pathway and guaranteed 99% purity. Eligible contractors must be able to deliver the chemicals within 30 days of purchase order receipt and submit capability statements electronically to the designated point of contact, Joe Kennedy. The government will evaluate submitted statements at its discretion, with the intent to award the contract without full and open competition. Small businesses, particularly those in the 8(a) program, are encouraged to review the opportunity and submit their qualifications by the specified deadline.

Notice text

The National Institute of Mental Health (NIMH) Magnetic Resonance (MR) Spectroscopy Section has been conducting several in vivo carbon-13 (13C) spectroscopy projects with infusion of 13C labeled chemicals. The natural abundance of these 13C molecules is around 1%, which is too low to detect.  Therefore, 13C enriched chemicals must be used to detect a signal.
