About this opportunity

The Department of Health and Human Services Food and Drug Administration (FDA) Office of Acquisition and Grant Services is seeking to procure the Callyo cellular-based investigative support system for the Office of Criminal Investigations (OCI). This procurement aims to provide covert investigative equipment that enables criminal investigators to leverage advanced technological tools including body-wire devices, GPS tracking, and consensual recording capabilities. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) method, with the government intending to award without further discussions. The solicitation requires a system capable of functioning across multiple device types and providing real-time investigative support technologies. Proposals are due by May 8, 2025, with the contract period initially set for 12 months from May 1, 2025, to April 30, 2026.

The solicitation has no specific set-aside designation and will be performed in Rockville, MD. The procurement includes 5 video licenses, 1 basic system with Virtual Investigative Phone functionality, 160 one-time use cellular lines, and 1 Callyo Pro analytical intelligence tool. The contract structure includes the initial 12-month period with three additional 12-month option periods, providing potential for a total four-year engagement. The system must support advanced features such as remote data retrieval, covert video streaming, three-way calling, and comprehensive data intelligence capabilities across Android, iPhone, Blackberry, and basic phone platforms. While specific award value is not explicitly stated, the requirements suggest a specialized technical solution tailored to the FDA's investigative needs, with a focus on cutting-edge mobile investigative technologies.
