About this opportunity
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of Headquarters Department of the Army, G-4, seeks innovative scalable passive radio frequency identification (pRFID) solutions for automated asset visibility and accountability across logistics operations, with Solution Briefs due July 29 at 10:00 AM ET. This is a Commercial Solutions Opening (CSO) with no set-aside.
Place of performance is the United States. The solution must deliver automated asset visibility and accountability across Army logistics operations including those with denied, disrupted, intermittent, and limited (DDIL) bandwidth, without reliance on external cloud services during disconnected operation. Hardware must be Trade Agreement Act (TAA) compliant and EPC Class 1 Gen 2 compatible, supporting long-range detection of 15–20 feet and fine-grain accuracy in metal-rich environments such as motorpools and arms rooms. The solution must support closed-architecture, cloud-free integration with Army tactical networks; store-and-forward capability; Item Unique Identification (IUID) encoding using standard 2D data matrix protocols; and minimal two-way API integration with Army VANTAGE during pilot, with capability for broader integration including EBS-C, AESIP, LMP, G-Army, and IPPS-A. Functional requirements include streamlined receiving and tagging workflows, high-accuracy inventory management with auditable data trails for Class I, II, V, VII, VIII, and IX assets (serialized and bulk), and location tracking via fixed portals and mobile readers with real-time dashboards.
Cybersecurity authorization to operate (ATO) at FedRAMP High or DoD IL5/IL6 is required, including FIPS 140-validated cryptography for data in transit and at rest. The solution must pilot within 30–60 days and achieve Army-wide deployment within 12 months. Phase 1 evaluation emphasizes technical merit, schedule, and viability. Solution Briefs are limited to 11 pages or 15 slides and must include title page, executive summary, high-level technology solution, company viability, intellectual property disclosures, and supporting data. The Government reserves the right to make multiple awards, limit companies invited to subsequent phases, or make no award. Questions were due July 20; amendment 2 issued July 23 provided revised solicitation documents and Government responses to 99 industry questions. NAICS 334419, PSC 7G22.

Project GAVELS – Global Accountability Visibility Enhanced Logistics Solution
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) on behalf of the Headquarters Department of the Army (HQDA), G-4, is seeking innovative solutions for scalable passive radio frequency identification (pRFID) capabilities for automated data capture in support of logistical asset visibility and accountability.
The Army faces a significant challenge in achieving automated, accurate, and resilient asset visibility and accountability across its logistics operations. Current processes for property accountability and inventory management rely heavily on manual, line-of-sight methods such as hand-scanning, visual verification, and paper-based reconciliation. These approaches are labor-intensive, time-consuming, and susceptible to human error, which undermines the accuracy and timeliness of tracking organizational property, vehicles, sensitive items, and associated data, especially during high operational tempo or periodic inventories. Existing commercial passive radio frequency identification (pRFID) solutions often do not meet Army requirements for cybersecurity, data sovereignty, and operational reliability.
The objective of this Call for Solution is to identify and validate a scalable, standards-based pRFID solution that can deliver automated asset visibility and accountability across a range of operational environments, including those with limited to no connectivity. The Army seeks a solution that is operationally effective, cyber-compliant, scalable, and capable of integrating with existing Army logistics systems. Addressing this gap is essential to improving inventory accuracy, reducing manual workload, and ensuring mission readiness in both garrison and tactical settings.
The Call for Solutions document (.pdf) outlining the full problem statement, required solution attributes, submission requirements, and evaluation phases/criteria, can be found in the “Attachments” section below.
The deadline to submit questions for Phase 1 is 20 July 2026, 1000 ET. The following shall be used in the email subject line: “Call for Solution -- HQDA_G-44_26_01”
