About this opportunity
The Army Contracting Command at Aberdeen Proving Ground, on behalf of Program Manager Intelligence Systems & Analytics, seeks a comprehensive solution for the Army Intelligence Data Platform (AIDP) providing flexible intelligence analysis capability across multiple security domains, echelons, and partner environments, with Step 1 white paper responses due August 12, 2026 at 1700 EST.
The procurement is unclassified or CUI and structured as a four-step competitive process: Step 1 White Papers (30-page technical volume maximum with pricing and schedule), Step 2 Product Demonstrations (hands-on evaluation), Step 3 Request for Solution Proposals (20-page technical volume and price proposal), and Step 4 Award. The Government may award Firm-Fixed-Price contracts or Other Transactions for Prototype Projects and reserves the right to make multiple awards or no awards. A prototype deliverable must be completed within nine months (preferably) to 12 months maximum. The Government will limit the number of vendors advancing through each step.
The solution must deliver seamless user experience from Top Secret to Secret domains with globally accessible data and common analytic tools built on modern cloud architecture, supporting Denied, Degraded, Intermittent, and Low bandwidth (DDIL) environments and all intelligence disciplines. Mandatory requirements include zero-trust security, DevSecOps pipeline, modular open-source architecture, and core services including data onboarding, credential authority, MIL-STD 2525 renderer, and collaboration framework. Vendors must propose independent, modular pricing for both Enterprise Cloud Component and Tactical Edge Component. Vendors with existing Enterprise Contracts must utilize them in proposed solutions. All vendors must identify organizational conflicts of interest with mitigation plans.
Place of performance is the United States. The associated Army Open Solicitation number is W9128Z-25-S-A002. Responses are submitted through the Vulcan portal (https://vulcan-sof.com/), which requires CfS link request from the Contracting Officer. Amendment 1, posted July 28, updated document access to request via DoD Safe from the Contract Specialist and/or Contracting Officer.
