About this opportunity
The Department of the Navy Naval Sea Systems Command is procuring preventative calibrations maintenance services for precision measurement and test equipment at the Norfolk Naval Shipyard in Portsmouth, Virginia. The contract will be a Firm Fixed-Price agreement utilizing FAR Part 13 Simplified Acquisitions procedures for calibration services of multiple Keysight Technology Standards including power sensors, microwave analyzers, verification kits, and programmable attenuators used by Navy east coast commands. All calibration services must maintain traceability to national standards with a Test Accuracy Ratio of 4:1 or greater, and contractors must comply with strict security protocols including obtaining DBIDS cards for Naval Station Norfolk access and adhering to OSHA safety standards. The solicitation falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. The opportunity was posted on June 17, 2025, with an extremely tight deadline for responses due on June 18, 2025.
This procurement is designated as an 8(a) Sole Source acquisition specifically awarded to Keysight Technologies, the original equipment manufacturer. The justification for sole sourcing is based on restrictive rights and certification requirements, as Code 137 can only operate with quality systems certified by a NAVsea-04 audit team, and alternative sources are not authorized by the U.S. Navy METCAL program for certified measurements within the Laboratory, Norfolk Naval Shipyard, or Fleet operations. While the contract will be performed primarily at Norfolk Naval Shipyard in Portsmouth, Virginia, the place of performance is listed as Roseville, California, likely indicating where Keysight Technologies will conduct the calibration work. The Statement of Work details specific work orders for each piece of equipment requiring calibration services, though specific contract values and quantities are not disclosed in the available documentation. The procurement includes potential repair work in addition to calibration services, with strict documentation and measurement accuracy requirements throughout the contract performance period.
