About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) is soliciting proposals for calibration services of specialized attenuator and termination equipment for its Fleet Readiness Center Southwest (FRCSW). The solicitation, identified as N6852025R0019, requires calibration of specific equipment including a Keysight/Agilent 8495G Step Attenuator, Hewlett Packard/Agilent 11812A Step Attenuator, and two Maury Microwave 2410A Terminations. The calibration must be performed by the National Physical Laboratory (NPL) in the United Kingdom due to specific uncertainty specifications that NIST cannot currently meet. The procurement will be conducted as a competitive, firm-fixed-price acquisition using FAR Parts 12 and 13, with proposals evaluated based on lowest evaluated price of technically acceptable offers. Interested offerors must submit their complete technical and pricing proposals via email to Kara Marie Ridgell by 3:00 PM Eastern Standard Time on December 20, 2024.
The solicitation is a total small business set-aside under FAR Part 52.219-6, meaning only small business concerns are eligible to compete for this contract. The place of performance is primarily in Teddington, UK, where the NPL will conduct the required calibration services. While specific budget details are not provided, the contract involves precise calibration requirements including measurements at 10 to 70 dB attenuation with permanently attached 10 dB pads and calibration at 30 MHz and 50 MHz frequencies. Contractors must be registered in the System for Award Management (SAM) database and possess the technical capability to handle international shipping logistics, including transporting equipment to NPL and returning it to the Navy facility in San Diego. The procurement falls under NAICS Category 811210 for Electronic and Precision Equipment Repair and Maintenance, with a projected contract period beginning in early 2025.
