About this opportunity

This Special Notice is from the International Development Finance Corporation (DFC), a civilian federal agency, regarding legal services required for a transaction/restructuring involving a $100 million loan originally committed by the Overseas Private Investment Corporation (OPIC) to Cal Bank plc, a Ghanaian bank.

The purpose of this notice is to announce a direct award (sole source) for the required legal services in accordance with FAR 13, which is expected to take place over the next 1-2 years and will involve engaging local counsel due to the local regulatory regime. The deadline for this opportunity is June 27, 2024, and the sole-source awardee is A&O Sherman, a law firm located in Washington, D.C. There are no set-aside requirements for this contract, and the high-level overview indicates it is related to the refinancing of an OPIC-guaranteed Citibank loan and on-lending to Ghanaian small and medium enterprises.
