About this opportunity
The Drug Enforcement Administration (DEA), a component of the U.S. Department of Justice, has published a Special Notice announcing its intent to issue a sole source award to Comcast Cable Communications, LLC for Cable TV, Voice, Internet, and Static IP services. The notice covers services for the Seattle Field Division spanning Washington and Oregon, with an estimated contract value of $343,436.50 and a performance period from October 10, 2025, to October 25, 2026. The acquisition will be conducted under FAR 13.106-3(b) for open market purchase orders using a firm-fixed price structure. The DEA is proceeding with sole source procurement authority under FAR 6.302-1(c), which permits other than full and open competition when only one responsible source exists that can satisfy agency requirements. All communications regarding this posting must be submitted in writing to Donita Hood at Donita.L.Hood@dea.gov by the archive date of August 20, 2025, at 1:00 PM EST.
The purpose of this sole source justification stems from unique infrastructure circumstances where DEA buildings have been previously wired specifically for Comcast Cable Internet services and are incompatible with other telecommunications vendors. The notice explicitly states that this is not a request for competitive quotations, meaning other contractors cannot submit proposals for consideration. Market research conducted by the DEA determined that while Comcast offers both open market and GSA pricing options, the GSA pricing would nearly double current service costs, making the open market approach more advantageous. The acquisition falls under NAICS code 517111 for Wired Telecommunications Carriers and incorporates standard commercial contract provisions including FAR 52.212-4 and 52.212-5. Contractors interested in this procurement should note that the government reserves sole discretion in determining whether to maintain the sole source approach based on any responses received, though competitive participation is effectively precluded by the notice's structure and justification.
