About this opportunity

The Defense Logistics Agency Land and Maritime (DLA) is soliciting quotes for the supply of electrical power cable through solicitation number SPMYM226Q5799. The procurement requires 5,000 linear feet of 4 AWG, 4-conductor power cable with continuous length per spool specifications, constructed of copper Type W rated at 90 degrees Celsius and 2000 volts, UL or CSA listed with a black jacket and required surface markings. The primary specification references General Cable part number 81644, though vendors offering equal-to products must provide manufacturer specifications for technical evaluation. Contract award will be based on firm fixed pricing with evaluation criteria including compliance with technical specifications, delivery capability by March 31, 2026, liability insurance requirements (minimum $500,000 comprehensive general liability), and supply chain traceability documentation with five-year retention. Quotes must be submitted electronically via the SAM website or by email to karl.lindley@dla.mil or fax to 385-591-9083, with the firm offer deadline of March 17, 2026 at 2:00 PM local time.

This solicitation is set aside 100 percent for Women-Owned Small Businesses (WOSB), making it exclusively available to contractors meeting this certification requirement. The contract involves a single line item with firm fixed price arrangement, with delivery to Puget Sound Naval Shipyard (PSNS) in Bremerton, Washington under free on board (FOB) destination terms and a seven-day inspection window at both the contractor's facility and destination. Upon contract award, the successful contractor must maintain the ability to process electronic invoicing through Wide Area WorkFlow (WAWF) and comply with NIST SP 800-171 requirements unless items qualify as Commercial Off-The-Shelf (COTS) products. The tight timeline—with posting on March 16, 2026 and offers due March 17, 2026—requires immediate attention from qualified small business contractors. Interested bidders must ensure signed and completed solicitations are submitted with applicable clause boxes checked per FAR 52.204-24 to be considered responsive.
