Description:
This solicitation will contain an Indefinite Quantity
Contract (IQC). The solicitation will consist of one base year and four option years. Destination and Origin inspection required. FOB Origin. Quantity variance is zero. Solicitation will be unrestricted, other than full and open competition procedures. NAICS code is 334419. Both NSNs are sole source to DRS Test & Energy Management, LLC (24290). The NSNs are as follows:

Specifications or plans related to the procurement described are not available at DLA Aviation. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. NSN will be evaluated on a line by line basis.
Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to the solicitation. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show product is acceptable. In addition, respondents should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
This solicitation includes provision 52.215-9023, Reverse Auction. Since a
