About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 10 cable assemblies with National Stock Number 1R-5995-016815603-P8, reference number 708658-1. This pre-solicitation notice indicates a highly specialized procurement where only previously government-approved sources may submit proposals for this flight-critical component. Potential vendors must submit comprehensive technical data through the NAVSUP Weapon Systems Support Source Approval Information Brochure, demonstrating their capability to produce the item. The government will evaluate proposals based on source approval, technical competence, and ability to meet specific qualification requirements. Interested parties have 45 days from the publication date (by April 25, 2025) to submit their capability statements or proposals, with the understanding that this is not a competitive solicitation but an opportunity to demonstrate potential qualification.

The procurement does not have a specific set-aside designation and will be awarded under the authority of Federal Acquisition Regulation (FAR) 6.302-1, which allows negotiation with a single source. While the exact award value is not specified, the requirement is for 10 units to be delivered FOB Origin. The government has indicated that if source approval evaluations cannot be processed in time to meet fleet support needs, they may proceed with award to an existing approved contractor. Proposals will be considered solely for determining whether to conduct a competitive procurement, and award will only be made if the offeror, product, or manufacturer meets the qualification requirements at the time of award. Vendors without current source approval must be prepared to submit extensive technical documentation and may face significant hurdles in being considered for this contract.
