About this opportunity
The Naval Surface Warfare Center, Dahlgren Division is procuring specialized cable assemblies under solicitation N0017825Q6794, specifically seeking Carlisle Interconnect Technologies manufactured products on a brand name or equal basis. The procurement covers 24 cable assembly units across three part number categories: Element to Radome Interface, Radome to Mast, and Internal to Mast N-Channel cable assemblies, all requiring Trade Agreements Act compliance. Only authorized resellers are permitted to submit quotes, and offerors must provide original equipment manufacturer documentation along with System for Award Management registration. The government will evaluate submissions using Lowest Price Technically Acceptable criteria under simplified acquisition procedures. The original quote deadline was July 11, 2025, but has been extended through amendment, with an anticipated award date of August 1, 2025, and delivery required by August 8, 2025.
This procurement is not designated as a small business set-aside and requires delivery to Dahlgren, Virginia under FOB Destination terms. The solicitation specifically identifies Carlisle Interconnect Technologies as the targeted manufacturer due to extensive validation testing and system compatibility requirements, with the government noting that alternative products would necessitate costly redesign and recertification processes. The contract will be awarded as a firm-fixed-price commercial item procurement, with quantities specified as 4 units each across 24 distinct line items totaling 96 cable assemblies. An amendment issued on August 25, 2025, clarified shipping terms and updated contract line item descriptions to reference attached deliverables lists and technical drawings. The cable assemblies are critical components that must maintain form, fit, and function compatibility with existing naval systems, limiting competition due to proprietary data and technical integration requirements.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name or Equal basis for Carlisle Interconnect Technologies manufactured products. The cable assembles have been validated through extensive and rigorous testing and must be compatible in all aspects (form, fit and function) with the current systems installed. Proprietary data limits competition. A different model or manufacturer’s cable assemblies would require a redesign of the mechanical fixtures, as well as redundant testing and evaluation, verification, validation, and recertification. This would cost the program decades of redesign, testing, procurement, and installation of a different system would greatly increase the technical and programmatic risk to the sponsor. Carlisle Interconnect Technologies is located in Pottstown, PA.
Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.

All offerors may submit a capability statement, proposal, or quotation which shall be considered by the agency. The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.
At time of proposal submission please submit any historical data as well as published pricing. The contractor shall provide documentation from the Original Equipment Manufacturer (OEM) confirming they are an authorized reseller or distributor of the brand-name item(s) quoted.
