About this opportunity
The U.S. Fish and Wildlife Service issued a sole source justification notice on February 20, 2026, for emergency procurement of aggregate materials and trucking services required to repair catastrophic damage at the Wadulh Lagoon Restoration Site near Humboldt Bay, California. The levee failure caused tidal flooding that threatened critical infrastructure, private property, and public safety, necessitating immediate action to raise roadbeds above tidal level. The procurement includes quarry rock totaling 754.19 tons valued at $22,144.91, base rock totaling 1,771.40 tons valued at $35,215.66, and trucking services for 2,525.59 tons valued at $30,609.50, for a combined estimated value of approximately $87,970. The sole source justification was approved under simplified acquisition threshold procedures based on the emergency nature of the requirement, compressed timelines that precluded competitive bidding, and the selected contractor's unique capability to mobilize immediately with necessary equipment and expertise. The awarded vendor information and specific contract number (140FS126P0063) were not publicly disclosed in the notice, though the pricing was determined fair and reasonable against industry benchmarks ($25–$40 per ton for quarry rock, $18–$30 per ton for base rock, and $8–$15 per ton for hauling services).
