About this opportunity

The U.S. Fish and Wildlife Service awarded a sole-source firm-fixed-price purchase order to Valley Pump & Dairy Systems, Inc. on May 28, 2026 for emergency well repair at Kern National Wildlife Refuge Complex, with a response deadline of May 30, 2026. The procurement was not set-aside and falls under FAR 13.106-1(b)(1)(i) and (ii) for purchases not exceeding the Simplified Acquisition Threshold. The refuge's primary well system failed, eliminating potable water to all facilities and displacing employees residing on-site. The Government sole-sourced the repair to a local contractor with active SAM.gov registration due to urgent need for immediate response; delaying competitive procurement would have extended the outage, prolonged employee displacement, increased lodging costs, and further disrupted refuge operations. The selected contractor was determined capable of completing required repairs within the necessary timeframe. NAICS code is 221310 (Water Supply and Irrigation Systems), and PSC is Z2NE (Repair or Alteration of Water Supply Facilities).

Notice text

The United States Fish and Wildlife has awarded a firm-fixed-price, purchase order on a sole-source basis to VALLEY PUMP & DAIRY SYSTEMS, INC., located at KERN NWR COMPLX, for the purchase of Emergency Well Repair. The Government only negotiated with one (1) source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold. The refuge experienced a failure of the primary well system, resulting in the loss of running water to all refuge facilities, including the office and bunkhouse. The outage directly impacted refuge operations and displaced employees residing on the refuge.
Due to the urgent need to restore potable water and resume normal operations, the refuge contacted a local contractor with an active SAM.gov registration who is capable of immediately performing the required repairs. Delaying repairs to conduct a competitive solicitation would prolong the outage, continue employee displacement, increase lodging costs, and further disrupt refuge operations.
Based on the unusual and compelling urgency of the requirement, this action was sole sourced and competitive procurement procedures were limited in order to minimize operational disruption and restore essential water service as quickly as possible. The contractor selected was determined to be available for immediate response and capable of completing the required repairs within the necessary timeframe.
This procurement's associated North American Industrial Classification System (NAICS) code is 221310 Water Supply and Irrigation Systems $41 million and the Product Service Code (PSC) is Z2NE REPAIR OR ALTERATION OF WATER SUPPLY FACILITIES.
