About this opportunity

The Federal Highway Administration is seeking qualified prime contractors for a comprehensive habitat restoration and mitigation project located in the Monterey Bay Sanctuary Scenic Trail area. The project involves seed collection, plant propagation, site preparation, planting, and habitat establishment across approximately 33 acres, with an additional 23 acres designated for enhancement. Contractors must demonstrate significant experience in habitat restoration, specifically in national forests, parks, monuments, or sensitive natural resource areas. Interested businesses are required to submit a formal statement of intent, confirm their socioeconomic status, and provide a detailed list of relevant project experiences by February 7, 2025, at 4:00 p.m. Mountain Time. The evaluation will focus on firms' capabilities in native plant establishment, with strict requirements for verifying small business status and proper certification in the System for Award Management.

The procurement opportunity is not currently set aside for any specific small business category, but the agency is soliciting interest from Small Businesses, HUBZone Small Businesses, Woman-Owned Small Businesses, 8(a) Small Businesses, and Service-Disabled Veteran-Owned Small Businesses. The project involves an extensive plant propagation effort, estimating up to 53,000 total plants, including 6,350 willow pole cuttings, 46,300 tree band or smaller containers, and 300 tree pot size containers. The anticipated project timeline spans from Summer 2025 to Fall 2026, with seed collection beginning in Summer 2025 and plant installation scheduled for Summer 2026. While no specific award value is mentioned, the complexity and scale of the habitat restoration suggest a significant contract opportunity in the environmental restoration sector, specifically under the NAICS category of Forest Nurseries and Gathering of Forest Products.
