About this opportunity
The U.S. Fish and Wildlife Service is seeking quotations for the procurement of two 3,000-gallon single-axle semi-trailers designed for live fish transportation in support of conservation and monitoring programs throughout the Sacramento River watershed. The trailers must safely transport juvenile federally listed fry (as small as 500 fish per pound) and adult broodstock weighing up to 50+ pounds during transport periods of five or more hours across the Central Valley. Critical performance requirements include maintaining water temperature within 3 degrees Fahrenheit of target values despite ambient conditions ranging from 30 to 115 degrees Fahrenheit, with specialized aeration, oxygenation, and temperature control systems to minimize fish stress and mortality. Evaluation will be based primarily on technical acceptability, specifically demonstrated past performance in producing comparable 3,000-gallon live fish trailers, and price reasonableness. Vendors must submit written questions by March 8, 2026 (three days before closing), with quotations due on March 11, 2026 at 10:00 AM Pacific Time via email to Robert_sung@fws.gov.
This solicitation (140F0S26Q0019) is designated as a Total Small Business set-aside under NAICS code 332420 (Metal Tank and Shell Manufacturing) with a 750-employee size standard. No incumbent contractor is identified in the available materials. Each trailer must be approximately 22 feet 6 inches in length with stainless steel construction, DOT-compliant systems, insulation, oxygen control systems featuring four 15 LPM flow valves, eight 12VDC aerators, and three deep-cycle batteries. Delivery is scheduled for December 31, 2026, FOB destination to Coleman National Fish Hatchery at 24411 Coleman Fish Hatchery Road, Anderson, California 96007, with a contract period of performance from March 16, 2026 to March 15, 2027. The contract will be awarded to the responsible offeror offering the lowest evaluated price that meets all technical standards, with award expected to the vendor demonstrating the most relevant prior experience with comparable fish transport trailer systems.
Notice text
This solicitation is for 2 each, 3,000 gal Single-axle semi trailer for live fish transportation of juvenile and adult fish species in the Sacramento River watershed and surrounding areas as part of ongoing conservation and monitoring programs. The trailer is required to ensure reliability, fish health during transport, and compliance with environmental standards, as existing equipment may be outdated or insufficient for current demands. The fabrication will incorporate specialized features for aeration, oxygenation, and temperature control to minimize stress on live fish.
See specifications in solicitation document.
Vendor is required to submit:
1. Demonstration that the vendor has previously produce a live fish trailer in the approx 3,000 gal size that will safely transport live fish as small as 500 fish to the pound of federally listed fry as well as full adult broodstock weighing up to 50+ pounds each. During long-haul distributions across the Sacramento River watershed and Central Valley tributaries, fish may remain in the transport tank for 5 or more hours. The system is required to maintain water temperature within ±3 degrees F of the target value despite ambient conditions ranging from 30 degrees F to 115 degrees F, while ensuring optimal water quality to minimize physiological stress and prevent mortality. Any performance shortfall could lead to significant fish loss, program delays, and non-compliance, eliminates the risks of untested alternatives, making it the only reasonably available source capable of meeting these stringent fish-health and operational demands without extensive redesign, testing, or jeopardy to listed species.
